The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are delivered from various governments. Immense energy is devoted on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity provided through current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Moments later, Kyiv's missile defense activated: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Continuous Dangers

Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

With pauses, this persisted until dawn. Kyiv faced the early updates: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's vital need on Western support – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new approach from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, certainly, persist.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unfeasible to force Russia to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, American administration does little to deter Moscow, through statements or actions, from assuming that the current condition will not shift further in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
